Mr. Brown has served continuously on the Board of Trustees since 1983. He currently serves as Chairman of the Board of Trustees and is a member of the Administrative Advisory Committee. He has served the citizens of Dallas, Texas since 1975 as a firefighter, currently holding the rank of Lieutenant.

Lt. Brown is an active member of the Texas Association of Public Employee Retirement Systems (TEXPERS), the National Conference on Public Employee Retirement Systems (NCPERS). He also serves as a Trustee for the International Association of Fire Fighters (IAFF) Local 58 in Dallas. He has been a speaker at numerous pension seminars and conferences. He attended the University of Texas at Arlington.

 

 

Steve Shaw

Mr. Shaw was elected as a Pension System Board Trustee in 1999 and currently serves as Vice-Chairman. He also chairs the Actuarial Funding Committee and is a member of the Investment Advisory Committee. He has served the citizens of Dallas, Texas as a police officer since 1976 and currently holds the rank of Sergeant.

Mr. Shaw is a member of NCPERS (National Conference on Public Employee Retirement Systems) and TEXPERS (Texas Association of Public Employee Retirement Systems). In 2002, he was elected to the TEXPERS Board of Directors.

Mr. Shaw holds an undergraduate degree in Psychology and Statistics, an MBA in Finance, and a Juris Doctorate from Southern Methodist University. He is also a graduate of the Advanced Investments Programs at Wharton Business School and Harvard Law School.

Mr. Shaw has also been a practicing attorney since 1992, is currently licensed in state and federal court, and has also served as a visiting judge in Dallas County since 2002. Mr. Shaw has been published numerous times since 1975 and is the creator of “Concentric Management Theory”, an integrative style of supervision which incorporates facilitative and participative leadership principles. Mr. Shaw regularly speaks at investment and management conferences around the world.

Mr. Shaw is unmarried and has four children.

 

 

 

George Tomasovic

George Tomasovic was elected as Fire Trustee in 1999 and is Chairman of the Administrative Advisory Committee. He has served the citizens of Dallas as a Firefighter since 1983 and currently holds the rank of Battalion Chief.

Chief Tomasovic holds a Bachelor of Science-Finance from Pennsylvania State University at State College, Pennsylvania and a Master of Science-Accounting from the University of Texas at Dallas. He is a Certified Public Accountant.

Sheffie Kadane was appointed to the Board in 2010. He serves Council District 9 of the City of Dallas.

He was elected to the Dallas City Council in 2007 and re-elected in 2009. He serves as the Vice-Chair of the Transportation and Environment Committee, and serves on the Public Safety, Economic Development, and various other committees.

Ann Margolin has lived in Dallas over 30 years and was appointed to the Board in 2009, after she was elected to represent City of Dallas Council District 13.

She holds the Vice Chair of the Budget, Finance, and Audit Committee for the City of Dallas, and serves on various other committees.

Police Pensioner Trustee

John Mays was elected as the Pensioner Police Trustee on the Board of Trustees effective June 2001. He is a member of the Investment Advisory Committee.

Prior to his current Board position, Mr. Mays served as an employee-elected member of the Board of Trustees for almost 20 years (1981-2000) and has served on various committees. He retired from the Dallas Police Department in 2000 with over 35 years of service, holding the rank of Sergeant.

Sgt. Mays is an active member of the Texas Association of Public Employee Retirement Systems (TEXPERS), the National Conference on Public Employee Retirement Systems (NCPERS), and the National Association of Police Officers (NAPO). He is past Editor of the Dallas Police Association News and has been a pension conference speaker. He attended Sam Houston University and Bishop College.

 

 

 

Rector McCollum

 

 

Rector McCollum
Police Trustee

Rector McCollum was appointed as Police Trustee in July 2000 to fill an unexpired Police Trustee term. After serving three years on the Board, he subsequently was elected to the position of Trustee in 2003. He has served Dallas citizens since 1979 as a Police Officer, currently holding the rank of Sergeant.

Sgt. McCollum was the recipient of the 1996 Dallas Police Association’s "Cop’s Cop" Award. He has been a longstanding Dallas Police Academy Advisory Board Member. He was a member of the focus group that helped set the framework for the "Facilitative Leadership" course for supervisors. He administered confidential records for the Dallas Plan, a long-range urban planning project.

Sgt. McCollum is a Trustee and active member of the Texas Association of Public Employee Retirement Systems (TEXPERS), and an active member of the National Conference on Public Employee Retirement Systems (NCPERS).

David Neumann was appointed to the Board in 2008.He serves Council District 3 of the City of Dallas and as Chairman of the Trinity River Corridor Project Committee of the Dallas City Council.

Mr. Neumann attended and graduated Indiana University where he earned a Bachelor of Science Degree in Business – Finance. Upon graduation in 1982, he relocated to Dallas, Texas and has been active within the community .

Rick Salinas

 

 

 

 

Rick Salinas

Rick Salinas was elected in a special election in the Spring of 2009 to fill the remaining term of a retiring Board Member. He is a graduate of Southern Methodist University, where he earned a bachelor of Business Administration degree, majoring in Real Estate and Real Estate Finance.  He has over 30 years experience as a Real Estate Appraiser of residential and commercial properties.

Since December of 1980, Mr. Salinas has served the citizens of Dallas, Texas, as a firefighter.  He is active in the Dallas Hispanic Firefighters Association, the Dallas Fire Fighters Association (DFFA) Local 58, and the Dallas Black Firefighters Association

He was awarded the Rookie of the Year Award in 1982, the Julius Schepps Community Service Award in 1995, and the Hispanic Firefighters Association Community Service Award in 2009. He currently holds Master Firefighter and Master ARFF (Airport Rescue Fire Fighting) Certifications.

Steve Umlor was appointed to the Board of Trustees in December 2000 to fill an unexpired Police Trustee term. He was elected by his fellow officers to fill a full term effective June 2001. He is a member of the Investment Advisory Committee.

Mr. Umlor has served the citizens of Dallas as a police officer since 1983, currently holding the rank of Sergeant. He received a Bachelor of Science degree in Criminal Justice from Ferris State College of Big Rapids, Michigan.

Richard Wachsman
Fire-Rescue Pensioner

Mr. Wachsman was elected as the Fire Pensioner Trustee effective June 2001. He is a member of the Administrative Advisory Committee.

Prior to his current Board position, he served as an employee-elected Fire Trustee for over 17 years and served on various committees. He retired from the Dallas Fire-Rescue Department in 2001 with 41 years of service, holding the rank of Battalion Chief.

Mr. Wachsman has been a member of the Executive Committee of the National Conference of Public Employee Retirement Systems (NCPERS) and currently serves as treasurer.
